Right to Information (RTI) — CPIO & Appellate Authority

Introduction

Mahatma Gandhi University, Sikkim, is committed to transparency and accountability in accordance with the Right to Information Act, 2005. To facilitate the processing of information requests under RTI, the university has designated key officers as mandated by law:

Central Public Information Officer (CPIO): Responsible for receiving and responding to RTI applications.

Appellate Authority: Reviews appeals against responses provided by the CPIO.

This facility is available to all stakeholders including students, staff, and third parties.

RTI Application Procedure
Who May Apply

Students: For mark sheets, degree verification, fee or examination records, etc.
Staff: For HR/service, salary, or administrative information.
Third Party/General Public: For any information, subject to the RTI Act and university policy.

How to File an RTI Application
Step 1:

Prepare a written RTI request in English or Hindi (or Sikkim’s official language), addressed to the CPIO, clearly describing the information sought.

Step 2:

Include your name, address, contact details, and a clear description of the requested information.
Step 3:
Attach a fee of Rs. 10/- (as per RTI rules) via:
Indian Postal Order (IPO) drawn in favor of “Registrar, Mahatma Gandhi University, Sikkim”
Demand Draft/Banker’s Cheque
Online payment (if facility available)
Step 4: Submit your application via one of the following: By post/courier to the university’s main RTI address
In person at the RTI Cell, Administrative Block, MGU Campus
By email (if digital RTI is permitted)

Timeline for Response The CPIO must provide information or rejection within 30 days of receipt of the RTI application.
If information is related to the life or liberty of an individual, a reply will be given within 48 hours.
Appeal Procedure If the applicant is dissatisfied with the reply or does not receive a response within the stipulated period:
Step 1: File a first appeal in writing to the Appellate Authority (Vice Chancellor) within 30 days of the CPIO’s reply/no reply.
Step 2: State the reasons for the appeal and attach copies of the original RTI application and CPIO’s response (if available).
Step 3: The Appellate Authority shall review and provide a written order within 30 days of the appeal submission.
